Owing to the difficulty of decision making as a result of the phenomenon of information explosion, techniques and informatics have become companions to development in various fields by means of using computers, particularly personal computers which save efforts and time through accuracy in operation and speed in achievement. Therefor, we are required to direct the potentialities of scientific research to the field of information automation to solve our problems in the Arab region and expand knowledge in this field. For these reasons the aim of this paper is to widen the scope of the conception of using the personal computer in the complex applications in which it is difficult to make decisions. One of these applications is the system of promotions and encouraging superadditions to salaries on the scale of the state. Firstly, the current version of dBASE is applied to make the required decisions in this application, where dBASE is the most recent popular data base software and is considered as a necessary tool in the personal computer environment. However, the results show that it is still difficult to make decisions in this application using dBASE because it is tackled by many laws and numerous decisions. In addition, the system requires complete information on the individuals to be promoted or granted the encouraging superaddition to salary. Therefore, in this paper, an Arabic integrated computer software package has been designed to accomplish the tasks concerning the promotions and encouraging superadditions to salaries according to the regulations and different articles of the state employee law and its modifications, The COBOL language has been used to carry out the subsystems comprising the basic system, because it allows the use of indexed files which facilitate the task of the programme. Then these different subsystems has been combined by using DOS operating system, to provide an easy menu driven way for user to access the overall system. The results show several advantages of using this package. The system has been designed with good data base system to use small personal computer and manage to accomplish the required tasks with ease and flexibility that enable it to adapt its positions to suit usage in any place in Arabic depending on experience and surrounding conditions. The system has been tested with the outcome of accuracy of results and speed in accomplishment. Consequently it has been applied to automating the administrative affairs of the employees of the general directorate of El-Mansoura University.
