Abstract

Despite efforts done by the Egyptian government institutions in the development of general code to coordinate the outdoor spaces and buildings for physically disabled in 2003, but the mechanism of its application still suffers from shortcomings, which confirms the existence of a gap between theory (recommendations Codes) and the practical application (universities), so it became necessary to evaluate the application of the design requirements of educational buildings (public and private universities), where an analytical comparison was done between global and local codes for people with special needs through a same design criteria for the external and internal elements of the environment. Research aims to formulate an effective mechanism to implement the requirements of the Egyptian Code on universities for the physically disabled with modifying  the shortcomings of the Egyptian Code compared to global codes to access the standards that will test the current situation to get methods of architectural drafting to upgrade and activate the Egyptian code to provide kinetic comfort in their architectural and urban environment in universities, This is because that category represents a numerical entity that affects the whole community configuration
